New community platforms are experimenting with lightweight editorial layers: neighbors post, moderators verify, and the best reports get promoted to a wider audience. Small posting fees have proven surprisingly effective at filtering out spam while keeping the door open to anyone with a real story.

The result is a hybrid: the speed of social media with some of the accountability of a newsroom. It isn't perfect, but for thousands of towns with no paper at all, it's a start.
